Candidates look for right time to resume campaign

KETTERING, Ohio (AP) ? The presidential candidates searched for the right moment to get back to politicking after superstorm Sandy's destructive interruption, with President Barack Obama monitoring relief efforts and Republican Mitt Romney struggling to strike the right tone.

Romney and running mate Paul Ryan initially announced they were canceling events out of sensitivity for the millions of American's in Sandy's path. But with only a week left to try to toss Obama from office, the GOP campaign was back on Tuesday with events in the critical Midwestern swing states of Ohio and Iowa, albeit with changes to the program.

Romney was holding a "storm relief event" in Kettering, Ohio, at the same arena as his previously scheduled political rally and with the same celebrity line-up ? NASCAR driver Richard Petty and country music singer Randy Owen. The event was moved up by four hours and aides said the tone would be changed, with no attacks on the president back at the White House overseeing the response.

Obama was updated throughout the night as Sandy came ashore and moved inland. He spoke with New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie and issued major disaster declarations for both states.

Christie, a Republican who has been traveling across the country to support Romney's candidacy, praised Obama's leadership.

"Cooperation from the president of the United States has been outstanding," Christie told "CBS This Morning." ''He deserves great credit."

Obama also spoke with the mayors of New York, Jersey City and Newark and provided additional federal assistance for local efforts. He planned an additional call Tuesday with affected mayors and governors.

Millions were left without power as the deadly storm whipped its way through presidential battlegrounds like North Carolina, Virginia and New Hampshire and sprawled as far as the Great Lakes, where gales threatened Ohio's and Wisconsin's lakeside regions.

David Letterman, continuing his "Late Show" in storm-damaged New York without an audience, joked: "The storm has stopped the presidential campaign, so at least some good has come of it."

Some election centers in the affected states were shut down, but early voting continued in areas outside Sandy's path. After casting her ballot for Obama at the Franklin County early voting center Tuesday, Lydia Strauss of Columbus said she didn't anticipate the storm changing the outcome in Ohio.

"People feel strongly about this election and they're not going to be deterred," said the 42-year-old social worker.

Obama had a day of campaigning in Ohio scheduled for Wednesday and had planned to stay on the trail through next Tuesday's Election Day. It was unclear if the storm response would alter those plans.

Romney's campaign has been grappling with how he should respond. When Obama rushed out of battleground Florida Monday morning before a scheduled rally to monitor the response back at the White House, Romney aides initially said he and Ryan would continue working for votes away from the storm's path. Then communications director Gail Gitcho announced a change in plans just as Romney was appearing at a rally in Ohio.

"Out of sensitivity for the millions of Americans in the path of Hurricane Sandy, we are canceling tonight's events with Governor Romney in Wisconsin and Congressman Ryan in Melbourne and Lakeland, Florida," she wrote in an email to reporters. "We are also canceling all events currently scheduled for both Governor Romney and Congressman Ryan on Tuesday."

But they apparently concluded that Romney couldn't afford to waste time out of the spotlight in such a closely fought race, with polling showing an Obama advantage in several swing states. Later Monday evening, the campaign announced the Kettering event, with local news reports saying supporters should bring food donations.

The Romney camp also announced that a political rally in Des Moines, Iowa, would go on at the same time as previously scheduled Tuesday night, with Ann Romney filling in for her husband as the headliner. Ryan was slated to visit campaign offices in his home state of Wisconsin to thank the volunteers helping to collect relief supplies for storm victims.

Ryan was returning to his regular schedule Wednesday, campaigning across his home state of Wisconsin before going to trick or treat with his children.

Romney campaign spokesman Kevin Madden said the campaign was in contact with local relief organizations and the Red Cross to make sure the supplies they were collecting Tuesday would be useful.

"We checked to make sure the supplies would be helpful and welcomed as part of our volunteer effort. And our own volunteers will be personally delivering the supplies to the relief center," Madden said.

3. Know what your insurance policy covers and the amounts of deductible you pay for routine preventative care. This can be discovered by calling the phone number on the back of your insurance card or talking with your agent or benefits department at your job. Be proactive, don?t wait for someone to tell you what you need to protect your health.

4 Shop around for the best insurance coverage with the lowest monthly premium. Don?t settle for the most expensive or what someone else tells you that you need. Consider other members in your family that need coverage too so you are getting the best bang for your buck when providing medical coverage.

5. Make routine preventative visits to the eye doctor, family doctor, gynecologist, and the dentist. This is the only way you can reap the benefits of early detection and be fairly sure that your health is being maintained.

ATLANTIC CITY, N.J. (AP) ? A string of New Jersey's barrier islands were cut off from the mainland by storm surges. Crashing waves shattered part of a landmark fishing pier in Maryland. And dangerous winds forced the busy port in Portland, Maine, to close.

Before Hurricane Sandy knocked out power to New York's famous skyline or flooded lower Manhattan, the storm came howling into dozens of other communities across the Eastern Seaboard, bringing relentless winds, drenching rain and heavy, punishing surf.

And the danger is far from over. After merging with a cold-weather system just before making landfall near Atlantic City, the combined superstorm could still cause inland flooding and more widespread power outages as it spins along a path expected to take it over Pennsylvania before turning toward New England.

In New York City and New Jersey's Sandy Hook, the storm arrived with record storm surges ? walls of fast-moving water that put long stretches of coastline at risk.

"It was nerve-racking for a while, before the storm hit," said Don Schweikert, a bed-and-breakfast owner in Cape May, N.J., who stayed in his property as Sandy made landfall about 30 miles to the northeast. "Everything was rattling."

Beach communities from Ocean City, Md., to Dartmouth, Mass., were under mandatory evacuation orders at points during the storm. The effects extended beyond the beaches and out to sea.

Off the North Carolina coast, the storm sunk the HMS Bounty, a replica of an 18th-century sailing ship that was built for the 1962 Marlon Brando movie "Mutiny on the Bounty." Fourteen crew members were rescued by helicopter from rubber lifeboats. Another was found unresponsive in the waves, and the captain was still missing late Monday.

Authorities imposed a curfew on Virginia's exposed Chincoteague Island, where most of the roads were underwater and the five-mile causeway connecting it to the mainland had to be closed.

As the storm moved north, its heavy surf ripped out more than 100 feet of a fishing pier in the resort town of Ocean City, Md.

"Probably 99.99 percent, if not 100 percent of the people that have ever come to Ocean City, have made it to the pier," said former Ocean City Mayor Jim Mathias.

Also in Maryland, a power outage at a water-treatment plant resulted in a sewage overflow of 2 million gallons per hour into the main stem of the Little Patuxent River. Because of the severity of the storm, officials said they could take no immediate action to mitigate the damage.

In Maine, Gov. Paul LePage ordered the Portland port to be closed because of the danger of gusts that topped 63 mph in the city.

Back in New Jersey, the storm rolled ashore with winds gusting at close to 90 mph in some spots. Barrier islands along the state's shoreline were subject to mandatory evacuations, but not everyone went.

That angered Gov. Chris Christie, who called people who chose to stay "stupid and selfish" and bashed Atlantic City Mayor Lorenzo Langford for allowing residents to stay in shelters in the city rather than forcing them onto the mainland.

Langford did not return a message from The Associated Press.

At the height of the storm, communities on the state's barrier islands ? including Atlantic City and Ocean City ? were largely flooded and access in and out was cut off.

By late Monday afternoon, Christie was telling people who were still on the islands to stay in place until Tuesday with the hopes that rescuers could get to them then.

On New York's Long Island, floodwaters swamped cars and downed trees. A police car was lost during an attempt to rescue 14 people from the Fire Island resort.

In places like New Jersey, at least one more high tide was expected to bring water sloshing into coastal areas again before officials could get a good look at just how bad the damage was.

In Connecticut, authorities spent Monday night trying to get some 360,000 coastal residents to evacuate ahead of floods still expected there.

"The water's got no place to go," said Bridgeport Mayor Bill Finch. "It's been pushed all the way up the coast into this funnel."

A Field Guide to Hurricane Photography

The taxonomist in me can?t help but notice that photographs of Hurricane Sandy, now bearing down on the Atlantic coast, fall into distinct categories. So I?ve made a helpful guide to 10 common storm images, complete with identification tips.

1. The Satellite Overview

Diagnostic traits: white, swirly, often accompanied by a NOAA stamp. You wouldn?t be able to take these with your cell phone. Unless you?re an Astronaut. Which is unlikely.

Diagnostic traits: water in places it really shouldn?t be. If you look out your window and see something like this, you should probably think about moving to higher ground.

Diagnostic traits: whatever the venue- subway stations, roads, grocery store shelves- it?s got an unsettling amount of open space. If you?re a storm photographer averse to doing anything dangerous, here?s your genre.

Diagnostic traits: expensive equipment, windswept clothing, general chaos. High potential for self-inflicted damage.

The?Subaru Challenge 2012 ? The Asian Face-Off this year, like all other years, is an avenue showcasing extraordinary human willpower. 400 participants took place at?Ngee Ann City?s Civic Plaza but there was only one winner? Gan Yu Shen. The ultimate prize worth all the sweat and tears? A?Subaru XV 1.6 worth $80,800 (no COE)!

This year 10 countries are involved:?Philippines, Cambodia, Vietnam, Thailand, China, Taiwan, Indonesia, Malaysia, Hong Kong and of course Singapore.

Little pleasures in life

It?s the simple things like drink breaks that you treasure during these ?testing? times. Contestants are given four breaks per day: 1am, 7am, 1pm and 7pm. They can use these short five-minute breaks to either eat, drink get a quick massage or use the toilet?perhaps all at once if possible. This is the ultimate test of human endurance.?The last two standing were Singaporeans, Gan Yu Shen (Tholmas), 42, software engineer and runner up ?G Jai Shanker, ?47, catering officer. This shows us that Singaporeans are still the most resilient and kiasu. They deserve the win.

Family love and support

More inspirational than the almost super-human contestants was the sheer dedication and support shown by family members of the contestants. Though there was only one winner?most walked away winners knowing how loved they are by family. One such family was the exemplary Tilani family.

Contestant Haresh Tilani, 28, bowed out of the competition 74 hours in but he went home still a winner! His family was by his side from the get go with an uncle and aunt coming down from Kuala Lumpur, cousins rushing immediately over after exams and a brother who went to work at 6:30am just to support him for an hour before work, during lunch and after work. That?s not all, they even camped out and spent the night at the venue making sure that Haresh would not fall asleep. They also Googled standing positions for him and played games with him to keep him entertained.

Haresh?s mother Ratni shared: ?The whole competition was emotionally draining and seeing our son go through this the third time. He was the runner up last year. The challenge is not something we as parents look forward to. We are very proud of him but it hurts to see him in pain. To us he is already a winner.?

Another family, there till the very end, was the wife and cousin of Jai Shanker the runner up winner. Fuji, Jai?s wife of six years has been there every single day, bringing their 5-year-old daughter Nandii to support her daddy. Fuji shared: ?Every break time, I am here to feed him, massage him and take care of him. It?s been constant support from the very start even before my husband qualified. I helped make the calls to the radio station too.?

For the 24 hours to 23:00 GMT on Friday, GBP fell 0.08% against the USD and closed at 1.6105.

The Bank of England Deputy Governor, Charles Bean cautioned against over-optimism following third- quarter gross domestic product data and stated that UK?s growth may be weak in the final three months of 2012.

In the Asian session, at GMT0400, the pair is trading at 1.6081, with the GBP trading 0.15% lower from Friday?s close.

Today morning, UK?s Hometrack home prices fell 0.1% (MoM) in October, in line with market expectations and the decline was unchanged from the rate in September. Additionally, the Lloyds Banking Group?s business confidence indicator in the UK increased to a reading of 17.0 in October, compared to a reading of 10.0 in September.

The pair is expected to find support at 1.6057, and a fall through could take it to the next support level of 1.6034. The pair is expected to find its first resistance at 1.6123, and a rise through could take it to the next resistance level of 1.6165.

Trading trends in the pair today are expected to be determined by the release of Halifax house prices, M4 money supply, mortgage approvals and consumer credit data in the UK.

The currency pair is trading just below its 20 Hr and 50 Hr moving averages.

Microgravity research coming of age on the International Space Station

ScienceDaily (Oct. 28, 2012) ? They say that necessity is the mother of invention, so when humans decided to build and inhabit a laboratory in the harsh environment of space, it was only natural that innovations would follow. The creators of these developments sought patents to protect their intellectual property, giving a way to gauge microgravity advancements. The recently published paper, "Microgravity-Related Patent History," by Mark Uhran, looks back at the more than 818 patents granted since 1981, as related to the term "microgravity."

Uhran, former NASA director, International Space Station Division Human Exploration and Operations Mission Directorate, points out that the use of patents as an indicator of value creation signifies economic potential. In addition to the granted patents, he cites an additional 580 applications filed with the U.S. Patent and Trademark Office during the last decade. There are undoubtedly station-related patents, according to Uhran, that do not include the term of microgravity. This means an even greater likelihood of additional innovations beyond those counted in his paper.

"Microgravity processing research is coming of age in much the same way that vacuum processing did at the close of the 19th century," said Uhran. "From vacuum technologies, the 20th century industrial revolution in microelectronics was born, and from microgravity technologies I predict a 21st century revolution in microbiotics that will dramatically change our approach to human health care and food production."

Developments based on microgravity investigations and exploration create compelling competition between agencies, scientists and engineers. This includes both research and technology developments, as seen in both cooperative and parallel projects that may lead to benefits for humanity.

"The fields of molecular and cellular biotechnology have already demonstrated the competitive advantages of microgravity environments," said Uhran.

The top seven patent categories include the following: biotechnologies (36%), instrumentation/analytical (13%), materials (12%), aerospace components (12%), and systems in the areas of thermal, measurement, and human health (4% each).

Macromolecular crystal growth and studies on bacterial pathogens in microgravity both show the potential from research aboard the space station to yield simultaneous beneficial developments for human health and global economies. "From the independent work of DeLucas, McPherson and Urade, we know that space is an effective tool for solving the structure of important biological macromolecules," said Uhran. "Nickerson and Hammond have both made competitive progress toward producing vaccines and therapeutics for bacterial pathogens."

While initially the U.S. government dominated microgravity-related patents, the area of industrial submissions quickly gained ground, with a continued growth that surpassed government, individual investigators and academia. These various sectors, Uhran asserts, are codependent. "The government role is to bridge the two [industry and academia] and demonstrate promise by underwriting long lead-time basic research, and proofs-of-concept for applications."

The grouping of the patent categories reveals the relationships inherent in knowledge growth and technological development. "In some cases, it's a scientific finding that enables the innovation of a new process or product on the ground that was never previously achievable," said Uhran. "In other cases, the process or product must function in the microgravity environment in order to yield an outcome that's not possible to duplicate on the ground under any conditions. Finally, a share of these patents are for products or processes that are needed to live and work in a microgravity environment."

Uhran concludes in his paper that his findings are merely the "tip of the proverbial iceberg." With the space station now at full utilization, he expects patents to grow rapidly, an indicator of advancing benefits on Earth and for future space exploration.

"Nothing could be more rewarding than to complete the International Space Station and meet all of the mission performance requirements we set back at the 1993 Critical Design Review," said Uhran. "We now have the laboratories we need, so what remains is a matter of political will and classic research portfolio management practices to capitalize on this incredible national asset."

Sicilian vote, Berlusconi threat add to Italy uncertainty

ROME (Reuters) - Sicilian local election results will provide clues on Monday to the political impact of Silvio Berlusconi's threat to withdraw support from Prime Minister Mario Monti's government before next year's national election.

Sicilians voted on Sunday for a new regional government but counting only began the next day. An exit poll in regional capital Palermo conducted for local TRM television showed the anti-establishment 5 Star Movement leading with 26 percent.

Turnout was low, with more than half those eligible to vote staying away from a poll seen as a pointer toward the parliamentary election expected in April.

Initial results are expected later in the day, with the focus on the center-right and the 5 Star Movement of comic Beppe Grillo, which has pledged to fight waste and corruption in local politics. A strong performance for the 5 Star Movement, after its success in local polls in May, would reinforce its status as the main vehicle for disillusion with mainstream parties.

However, Berlusconi's threat on Saturday to unseat the Monti government has complicated the electoral outlook.

The billionaire former prime minister, convicted of tax fraud last week, attacked Monti's austerity policies, announcing that his center-right party People of Freedom (PDL) may withdraw support from the technocrat government.

That threat, just days after Berlusconi had announced he would not run as leader of the center-right in the election, has underscored Italy's political confusion.

The weakened PDL is itself split between Berlusconi loyalists, an uncertain faction of former allies from the old National Alliance party and a more moderate, pro-Monti wing.

"The Monti government guarantees the credibility of Italy," former Foreign Minister Franco Frattini, prominent in the moderate faction, told the Corriere della Sera daily on Monday.

He said he hoped the PDL leadership would decide "with a broad consensus" to maintain its year-long backing for Monti's unelected technocrat government in parliament.

TEST IN SICILY

Berlusconi was forced to step down almost exactly a year ago at the height of a financial crisis which threatened to push Italy's huge public debt out of control.

Markets had reacted nervously to the prospect of uncertainty in the euro zone's third largest economy and yields on Italy's 10-year BTP bonds, hovered just under five percent, 345 basis points over the yield of benchmark German Bunds.

Earlier this month, helped by the European Central Bank's pledge of strong action to combat the crisis, the spread had narrowed to as little as 313 points.

PDL secretary Angelino Alfano, 41, had been expected to lead a post-Berlusconi renewal of the party, but his credibility has been severely tested by his patron's repeated interventions and the Sicilian vote will test his ability to lead.

Sicily, a byword for wasteful and corrupt administration, has an unemployment rate almost twice the national average and its economy has suffered badly in Italy's nationwide recession.

The election is expected to reflect the gloomy mood of Italian voters, wearied by repeated tax hikes and spending cuts and disgusted by a wave of political scandals.

The PDL lags in national opinion polls behind the center left Democratic Party (PD) and the 5 Star Movement. A poor showing in Sicily would exacerbate internal tensions which Alfano has struggled to contain.

The former justice minister, a Sicilian widely seen as a moderate, has been favourite to win a primary for the PDL leadership, but that could change if the Sicilian vote goes badly.

The divisions at national level are reflected locally, where the main center right candidate for governor, Nello Musumeci, is challenged by a rebel former PDL boss, Gianfranco Micciche.

Musumeci, backed by Alfano, had been leading a tight, fragmented race ahead of Rosario Crocetta, the openly gay, anti-mafia candidate of the center-left. Micciche, now a bitter enemy of Alfano, may end up as kingmaker.

Miners take "rail-veyors" and robots to automated future


SUDBURY, Ontario | Sun Oct 28, 2012 3:42pm EDT

SUDBURY, Ontario (Reuters) - In an office trailer parked outside a mine shaft in northern Ontario, operator Carolyn St-Jean leans back in her chair and monitors a machine loading nickel-rich ore into rail cars deep underground.

Once filled, the automated train will snake through a series of narrow tunnels, emerge from a rocky outcropping, then loop past St-Jean's window and dump its payload for sorting.

Vale SA, the Brazilian company that owns the mine near this nickel-rich Canadian town, has spent nearly $50 million in two years to install and test the "rail-veyor." The company believes the transport system will revolutionize how it builds and extracts new mineral deposits.

The equipment is made locally by Rail-Veyor Technologies Global Inc. It is one of many mining technologies that developers hope will allow future production to be run almost entirely by people safely above ground.

Such advances may prove crucial as easy-to-exploit deposits run dry and miners drill deeper in more remote places to supply China, India and other emerging economies. The technology could make mining cheaper and safer, avoiding the need to dig wide tunnels and hire large numbers of expensive, skilled workers.

"As we go deeper, if we continue to apply existing thinking and existing technologies, it's a death spiral" for company profits, said Alex Henderson, who heads Vale's technology team in Sudbury.

"We need to begin to look at a step-change in mining rather than just incrementally improving our existing processes."

The rail-veyor is one such step-change. At the test site, it has halved the time to build a mine, and Vale expects a 150 percent boost in production rates before year end.

In Australia, Rio Tinto Ltd, one of the world's largest miners and an automation pioneer, is rolling out a fleet of self-driving trucks and trains at its iron ore operations. Vale, BHP Billiton and Chile's Codelco are in hot pursuit.

Gold miner AngloGold Ashanti is eyeing automation in South Africa, where miners spend hours each shift traveling up and down shafts and ounces of gold are left behind in support pillars each year.

Organized labor has made its peace with the automation drive, although there were some concerns that robots would displace humans.

"We're ok with automation, it's part of the changing times and it's a good thing for productivity," said Myles Sullivan of the United Steelworkers Canada, whose workers ended a year-long strike at Vale over bonuses and wages in 2010.

700 STORIES UNDERGROUND

New challenges in mining are driving technological changes. Large, accessible deposits have all but disappeared. Resources of tomorrow are in far-flung corners of the globe or hundreds of meters beneath the surface.

Add a shortage of skilled labor - expected to worsen as the baby-boom generation retires - and mining costs have surged.

While soaring demand means higher metal prices, rising costs are crimping profits. Canada's S&P/TSX Mining share index has fallen more than 38 percent since the beginning of 2011.

Experts say mining companies must change how they operate.

Making that shift is not easy for an industry steeped in tradition, especially when change doesn't come cheap. Rio Tinto is spending more than $500 million on train automation alone.

"This is a very conservative industry that has been very productive over the last 30 years doing it the way they're doing it now," said Douglas Morrison, chief executive of the Centre for Excellence in Mining Innovation (CEMI), an industry-funded research center in Sudbury.

"But is the old way going to work for us into the future? I think probably not, so we need to make some changes."

After decades of production, the nickel mines around Sudbury are getting deeper and deeper. At Vale's Creighton mine, the No. 8 shaft drops nearly 8,000 feet into the ground - equivalent of a 700-story condo tower.

At that depth it is very hot, around 50 degrees Celsius (120 Fahrenheit), so tunnels must be pumped full of cooled air to make temperatures manageable for people and heavy machinery.

"The bigger issue is when we get much deeper we start to generate our own earthquakes - very small earthquakes - these are called 'rock bursts,'" said Morrison.

Smaller tunnels and new ways of digging can hopefully reduce the danger of these rock bursts, which create a safety concern and slow development.

Rio Tinto is working with CEMI on automated tunnel borers, currently used to build subway and sewer tunnels. By cutting through the rock instead of blasting, Rio aims to quadruple its underground advance rates to 20 meters a day.

But while automated tunnel borers will build shafts and tunnels more quickly, massive mining equipment still handicaps the industry, which is where Vale's rail-veyor comes in.

A train hauling 50 tonnes of ore uses a far smaller tunnel than a truck with the same load. By taking the massive trucks and scooptrams - large vehicles with shovels on the front - out of the equation, Vale can build more compact and stable tunnels.

The rail-veyor, built on tracks that zig-zag down to the deposit, actually eliminates the need for expensive shafts and may eventually move people and equipment, along with ore.

Vale's Henderson believes the technology - which the company plans to roll out in five upcoming projects - is a game-changer that will help usher in a new era of mining.

"Just as the scooptram was the key enabler for the mechanized era, is the rail-veyor a key enabler for the next?" he said.

What that "next era" will look like is still up for debate. Some innovators believe robots will do most of the labor in mines of the future, as in automobile assembly plants. This would ease likely shortages in skilled labor in many countries.

Over the next decade Canada's mining sector will need more than 100,000 skilled new hires to sustain even modest growth, according to the Mining Industry Human Resources Council.

In Australia, the labor crunch is already so intense that truck drivers can make upwards of $100,000 a year, with turnover rates at some mines still near 40 percent.

"One of the biggest problems that the mining industry faces worldwide is trained personnel. We can't get them," said John Meech, director of CERM3, a mining research center at the University of British Columbia in Vancouver.

"One of the ways we are going to have to deal with that is to automate the systems so that the human becomes the supervisor, rather than the direct means of control."

Canada's Nautilus Minerals Inc is using automated rovers to explore the ocean bed for mineral deposits that underwater robots will eventually mine.

In addition to boosting productivity, the advances will enhance safety. As labor leader Sullivan says, "so long as there's underground mining, there will be women and men working underground."
