Position Summary:
This position provides assistive care to patients. The incumbent facilitates the efficient delivery of patient care, supports the professional role of the licensed staff, and provides support and assistance as directed by licensed staff in rendering basic healthcare to the patient. This position also assists with clerical functions as a multi-skilled auxiliary worker.
Essential Functions:
- Prepares patients for examinations and diagnostic procedures according to clinic procedures such as recording temperatures, pulse rate, blood pressure and responses to standardized medical history questions.
- Reports all observed patient concerns and changes in condition to a licensed staff member.
- Performs Clinical Laboratory Improvement Amendments (CLIA) Waved Lab tests such as urine dip stick, HGB, HCT, finger stick, glucose, hemoccults, HCG and reports results to the appropriate personnel. May perform patient phlebotomies in accordance with clinic procedures and physician orders after specialized training.
- Performs specialty skills such as suture removal, straight catheterization and injections (IM, Subq and intra-dermal).
- Acts as a chaperone for health care providers during patient examination as requested and assists with procedures.
- Monitors and cleans assigned patient examination rooms, unit areas and unit equipment reporting outdated supplies, stock levels and restock set levels of items and necessary equipment repairs.
- Answers telephones, forwards telephone messages and under the direction of licensed staff schedules appointments, procedures and diagnostic tests.
- Assists in routine clerical functions such as filing of medical information in patient?s records, locating and compiling department charts, obtaining medical records from other providers and entering charges for billing purposes.
- Attends and completes mandatory in-services including infection control, safety, CPR, equipment usage and procedures according to hospital and department policies.
- May apply leads and monitors for diagnostic procedures such as EKG and ultrasound scan under the direct supervision of licensed personnel.
- May assist inpatient and family education by providing educational material and general health information to patients and family members.
- May assist with transportation of patients to ancillary departments or inpatient units as directed by licensed staff.
Knowledge / Skills / Abilities:
- Ability to perform the essential functions of the job as outlined above.
- Demonstrated phlebotomy skills.
- Demonstrated human relation and effective communication skills.

BEIJING ? China said Thursday police killed seven ?terrorists? who took hostages in the nation?s restive Xinjiang region during a rescue operation that left one police officer dead.
A ?violent terrorist group? kidnapped two people in the northwestern region?s Pishan county late Wednesday night, prompting a stand-off with police, the Xinjiang government said on its official Twitter-like weibo account.
During the stand-off in Pishan, in southern Xinjiang, the kidnappers killed one police officer and wounded another. Police opened fire and killed seven of the suspects, and wounded and arrested four others, it added.
The two hostages were subsequently rescued, it said, without providing further details.
Xinjiang ? a resource-rich region that borders eight countries ? has been the scene of sporadic bouts of violence, much of which has been blamed by Beijing on the ?three forces? of extremism, separatism and terrorism.
The region is home to roughly nine million Turkic-speaking Uighurs who have long bristled under Chinese rule, and many members of the ethnic minority accuse the government of religious and political repression.
It was unclear whether the kidnappers involved in the latest incident were Uighurs.
Police in Pishan refused to comment when contacted by AFP, and the local government was not immediately available for comment.

3 miners rescued from Tenn. mine after fire (AP)
NEW MARKET, Tenn. ? A fire broke out inside a zinc mine in Tennessee on Wednesday, trapping three miners inside for about three hours before they were rescued, authorities said. Two other miners below ground were injured by smoke inhalation.
The three miners were trapped by smoke and needed respirators before they could leave the mine. A rescue team helped them out and they appeared unharmed, though they were taken to a hospital as a precaution, said Tim Wilder of the Jefferson County EMA.
"They looked about as good as expected for being underground for three hours," he said.
Wilder said the miners had been in contact with authorities by couldn't leave because the smoke was so thick. "It's the ending you hope for," he said.
Renata Roberts, a spokeswoman for Switzerland-based mine operator Nyrstar, said the three rescued miners were "in fine spirits."
"We are working with mine safety officials and others to make sure it's safe to resume operations. We are undertaking a full investigation," Roberts said.
There were 54 miners underground at the time of the fire, according to Amy Louviere, a spokeswoman with the Mine Safety and Health Administration.
It was not clear yet how the fire started on a drill rig about 800 feet below ground around 1:10 p.m. EST.
The Young Mine is about 25 miles northeast of Knoxville.
According to MSHA records, Nyrstar has been operating the mine since 2006 and has had six operator injuries this year and seven operator injuries last year. Most were minor, according to descriptions of the incidents available on the MSHA website.
In November, a truck bed hit a high voltage cable causing a power outage in part of the mine. The mine was evacuated until power was restored about two hours later.
The mine had an average of about 99 miners working underground in the third quarter of 2011.

Registration starts for Iran's parliamentary poll (AP)
TEHRAN, Iran ? Iran on Saturday started registering potential candidates for the country's March parliamentary elections, a vote that will be fought between supporters and opponents of President Mahmoud Ahmadinejad.
The country's major reformist groups are staying out of the race, saying they won't field any candidates because basic requirements for free and fair elections have not been met.
In their absence, the poll for the 290-seat assembly is likely to pit hard-line candidates who remain staunchly loyal to the country's Supreme Leader Ayatollah Ali Khamenei against conservatives who support Ahmadinejad.
Whatever the outcome, the vote is unlikely to change Iran's course. The country is a theocracy and Khamenei has final say on all state matters.
The March 2 elections will be the first nationwide balloting since Ahmadinejad's disputed re-election in 2009, which the opposition said was heavily rigged. That vote set off months of near-daily protests, when hundreds of thousands took to the streets in support of opposition leader Mir Hossein Mousavi who they claimed was the rightful winner.
The wave of protests was the biggest challenge to Iran's clerical leadership since it came to power in the 1979 Islamic Revolution. But a heavy crackdown suppressed the protests, and many in the opposition ? from midlevel political figures to street activists, journalists and human rights workers ? were arrested. The opposition has not been able to hold a major protest since December 2009.
For the March elections, the Interior Ministry is in charge of the weeklong registration process, which started Saturday. All Iranian nationals between 30 and 75 years of age who have "proven themselves to be loyal" to Khamenei are allowed to run. Once submitted, candidacies have to be approved by the hard-line constitutional watchdog, the Guardian Council.
The council's chief, Ayatollah Ahmad Jannati, has earlier said the reformists, whom he called traitors, need not participate. His position was widely seen as an indication the hard-line body would disqualify anyone perceived as a reformist from running.
In the previous, 2008 parliamentary elections, the council disqualified thousands of reformist candidates.
Recently, Iran's former reformist President Mohammad Khatami demanded that political prisoners be freed and that Mousavi and another opposition leader, Mahdi Karroubi, be released from house arrest. Khatami said those were preconditions for reformists participating in the March polling. None have so far been met.
Ali Mohammad Gharibani, a prominent reformist leader, confirmed last week that the reformists will stay out of the race.
"Despite efforts ... to create an appropriate election climate, unfortunately more restrictions have been imposed," said Gharibani, who runs the Reformist Front Coordination Council. "Therefore, the council has decided that it won't issue any election list and won't support anyone."
Hard-liners say the threat to the ruling system now comes from Ahmadinejad's supporters. The president has been the target of a backlash since April for trying to impose too much autonomy in how the government is run, including defying Khamenei on his choice for the powerful post of intelligence minister.

Obama campaign, DNC return Corzine contributions (AP)
WASHINGTON ? President Barack Obama's re-election campaign and the Democratic National Committee have returned more than $70,000 in contributions from former New Jersey Gov. Jon Corzine following the collapse of MF Global, Corzine's financial firm, officials said Friday.
Obama's campaign and the DNC returned contributions of $35,800 from Corzine and his wife, Sharon Elghanayan, said Democratic officials who spoke on condition of anonymity. They were not authorized to speak publicly.
Corzine was among Obama's top fundraisers, raising at least $500,000 for Obama's re-election campaign since April, according to records released by the campaign. The former Goldman Sachs chief held a fundraiser for the president last April and was considered a main Obama emissary to Wall Street.
One of the Democratic officials said the campaign and DNC would evaluate whether to return donations from other MF Global employees on a case-by-case basis.
A spokesman for Corzine declined to comment.
MF Global filed for bankruptcy protection on Oct. 31 after a disastrous bet on European debt sparked fear among investors and trading partners. It was the eighth-largest U.S. bankruptcy and the largest on Wall Street since the 2008 collapse of Lehman Bros.
About $1.2 billion was found to be missing from client accounts when the securities firm failed, with much of the missing money belonging to farmers, ranchers and other business owners who used MF Global to reduce their risks from fluctuating prices of commodities such as corn and wheat. The FBI and federal regulators are investigating MF Global.
Corzine, who also is a former U.S. senator, told congressional panels earlier this month that he didn't know any customer money was missing until the day before MF Global collapsed.
Bloomberg News was first to report the returned campaign contributions.

Steve Jobs came across the first version of GRAPHISOFT's ArchiCAD software at the 1984 CeBIT in Germany. His first impressions of the software led him to throw Apple's support behind the development and distribution of ArchiCAD.??Apple also introduced?GRAPHISOFT?to its worldwide distribution network, which remains a cornerstone of the business today.

HOUSTON (AP) - The Texas environmental agency has rejected a request by oil giant Valero to get a large tax break at six refineries, exemptions that could have triggered refunds of up to $92 million that would have come out of the budgets of cash-strapped school districts and municipalities.
The Associated Press on Wednesday obtained letters dated Dec. 14 that were sent by Mark Vickery, executive director of the Texas Commission on Environmental Quality, to Valero's six refineries. The letters state that the agency has rejected the request for a partial tax exemption.
The agency's move indicates that it will also reject 10 other similar requests. An AP analysis of the applications and tax information indicated that if granted, Texas school districts and municipalities would have had to refund up to $135 million.
Valero did not immediately respond to phone messages and emails seeking comment.
The request has been pending since 2007, when Valero first asked for a full exemption on hydrotreater units it installed at six refineries in Texas. It argued that the units reduced pollution and so should be exempt from taxes under a Texas rule that grants breaks to companies with equipment that cleans the environment.
But the hydrotreaters were installed after the U.S. Environmental Protection Agency in 2006 began requiring refineries to remove sulfur dioxide from crude oil.
The TCEQ rejected Valero's request, stating the pollution reductions were being enjoyed in other regions, not where the refineries are located. Valero appealed and the commissioners asked the agency's staff to consider a partial rejection.
Now, the agency has denied the partial request as well. Valero can appeal that decision to the commissioners.

At about 1.75-inches thick, it's a bit bulkier than Heck's build, but it also doesn't have a giant battery or cartridge slot hanging off the back -- everything is tucked neatly away inside the textured black shell. Liverpool's Suarez banned 8 matches for remark

LONDON - Liverpool striker Luis Suarez was suspended for eight matches and fined $62,000 on Tuesday after being found guilty of directing a racial insult at Manchester United defender Patrice Evra, who is black.
An English Football Association panel decided that Evra's allegations from United's Premier League match at Liverpool on Oct. 15 had been proven.
"The insulting words used by Mr. Suarez included a reference to Mr. Evra's colour," the FA said in a statement, adding that Suarez had also been warned about his future conduct.
Suarez said on Twitter: "Today is a very difficult and painful day for both me and my family. Thanks for all the support, I'll keep working!..."
Liverpool, which had defended the player, said it was "very surprised and disappointed" with the verdict against the Uruguay forward.
"It is our strong held belief, having gone over the facts of the case, that Luis Suarez did not commit any racist act," Liverpool said.
"It appears to us that the FA were determined to bring charges against Luis Suarez, even before interviewing him at the beginning of November," the statement added. "Nothing we have heard in the course of the hearing has changed our view that Luis Suarez is innocent of the charges brought against him and we will provide Luis with whatever support he now needs to clear his name."
The American-owned club claimed that Evra emphasized in his written statement to the FA that "I don't think that Luis Suarez is racist" and said the governing body echoed that sentiment in its opening statement at the hearing.
"We find it extraordinary that Luis can be found guilty on the word of Patrice Evra alone when no one else on the field of play ? including Evra's own Manchester United teammates and all the match officials ? heard the alleged conversation between the two players in a crowded Kop goalmouth while a corner kick was about to be taken," Liverpool said. "The club takes extremely seriously the fight against all forms of discrimination and has a long and successful track record in work relating to anti-racist activity and social inclusion. We remain committed to this ideal and equality for all, irrespective of a person's background."
The club noted that Suarez is "of a mixed race family background as his grandfather was black" and has been involved since the 2010 World Cup in a charitable project that uses sport to encourage solidarity among people of different backgrounds.
"It seems incredible to us that a player of mixed heritage should be accused and found guilty in the way he has based on the evidence presented," Liverpool said. "We do not recognize the way in which Luis Suarez has been characterized."
Liverpool tied the October match with United 1-1.
The FA said that the punishment was suspended, pending any appeal.

Rapper shot to death in Atlanta (Reuters)
ATLANTA (Reuters) ? Rapper Slim Dunkin has been shot to death in Atlanta, police said on Saturday.
Dunkin, 24, whose real name was Mario Hamilton, was killed on Friday at a studio where a music video was being filmed, Atlanta police said in a statement.
"Moments after his arrival, an argument began and the victim was shot," the statement said.
Dunkin was taken to Atlanta's Grady Memorial Hospital where he died a short time later. He belonged to a group called 1017 Brick Squad, which includes rappers Gucci Mane and Waka Flocka Flame, according to the Atlanta group's Facebook page.
Police said there have been no arrests in the case.

Next up for New Orleans' recovery: fighting blight (Reuters)
NEW ORLEANS (Reuters) ? A city policy involving demolitions, inspections, community meetings and Saturday morning elbow grease is reviving New Orleans neighborhoods at a faster rate than most expected after Hurricane Katrina put 80 percent of the city underwater six years ago.
"This is a total groundbreaker for the city," said Allison Plyer, chief demographer of the nonprofit Greater New Orleans Community Data Center.
"There's never been this intensive an effort previously to combat blight."
Even before the levees broke, New Orleans struggled with many of the classic elements that produce vacant homes and empty lots: systematic population loss, a troubled economy and crime.
Then Katrina accelerated blight. Some 110,000 New Orleans residents did not return to their homes in the five years since the storm, according to the U.S. Census Bureau.
In October 2010, Mayor Mitch Landrieu, then just six months in office, launched a blight initiative he said was designed to turn around 10,000 properties by 2014.
By the end of this year, city officials say, nearly 4,000 properties will fit that bill, lowering the city's total number of blighted properties to less than 42,000, according to data from the United States Postal Service, which tracks such figures as vacant homes where mail is not collected.
"What happened is we got better at what we're supposed to be doing and that, by getting more aggressive, property owners know we're coming and know we mean consequences so they start to self-correct," Landrieu told Reuters.
FEDERAL BILLIONS
In the early post-Katrina years, billions of federal recovery dollars helped the city buy abandoned properties and either demolish them or sell them to neighbors, as well as encourage residents to return and rehabilitate their homes.
Then came Jeff Hebert, the city's inaugural director of blight policy and neighborhood revitalization.
He has sped up property inspections, held regular community meetings and implemented little changes like redirecting workers in a jobs program to mowing overgrown lots in devastated neighborhoods like the Lower Ninth Ward, which hadn't seen a lawnmower blade in years.
Herbert also helped the city steer away from tax sales of foreclosed properties, which can drag on for three years, to sheriff's sales, which award new property owners a clear title immediately upon purchase.
"That may be our single biggest policy shift," Hebert told Reuters. "Our goal is not necessarily to demolish houses but the end goal is to get houses back into commerce."
Landrieu said the new measures are designed to address his administration's three priorities: crime, jobs and schools.
"Blight is the thread that depends on whether or not we have success in those areas," he said. "It's a major threat to public safety and quality of life."
Despite the city's efforts, about 25 percent of New Orleans housing remained vacant in 2010, according to the Greater New Orleans Community Data Center.
Title issues, contractor fraud and rebuilding costs are saddling recovery, and some residents say the city isn't acting fast enough to prevent neighborhoods from falling behind.
EIGHT FEET OF WATER
Take Rose Johnson. Her neat, two-story home in the city's Broadmoor neighborhood took nearly 8 feet of water and she spent $130,000 to return it back to its original splendor.
Her neighbor did not. In the years that passed since the storm, the vacant Italianate home next to Johnson's receded, as if reclaimed by the earth.
Pink exterior plaster is crumbled at the ground and this month, the stairs caved in. Johnson, 65, took it upon herself to mow the grass and hired an exterminator to set baits around her house so the rats next door wouldn't infest her own.
She said she called the city several times but has seen no progress. "It's a mess. I want them to tear it down," she said of city officials. "It's not fit to live in."
Demolition creates its own challenges. Some community organizers complain the city leaves the foundation behind on houses it demolishes, preventing lots from reverting to green space and creating another version of blight. The city has demolished over 2,100 blighted properties so far this year.
"Demolitions are a mixed bag," Plyer said. "If you do a lot of demolition then you have a dumping problem. People come and dump tires and debris and trash."
Population recovery is one reason New Orleans appears to be advancing on blight. Even though the New Orleans population is 21 percent less than before the storm, the population more than doubled between 2006 and 2010, to 343,800.
Katrina helped mobilize the city's public-private web of civic and neighborhood organizations and city departments, says Margery Austin Turner, vice president for research of the Urban Institute, a nonprofit policy analysis group based in Washington, D.C.
"I don't think you would have seen that kind of capacity in New Orleans prior to Katrina," she told Reuters.
Evidence of that is a section of Broadmoor where a development corporation set up by the neighborhood association in 2006 is rehabbing homes it purchased with $5 million from the Clinton Global Initiative. On one Friday in late November, 200 volunteers built a new playground for the nearby school.
"Our residents have skin in this game," said David Winkler-Schmit, communications director for the association. "We know what we need."
